LUBICON SITUATION REPORT, DEC 3, 1989 One month ago Chief Bernard Ominayak of the Lubicon Lake Cree Indian Nation informed Prime Minister Mulroney that as of December 1, 1989, the Federally-owned crown corporation Petro- Canada has to obtain operating permits and leases from the Lubicon people as well as make arrangements for the payment of royalties for the resources extracted from Lubicon land. Failure to meet those conditions would make producing oilwells subject to removal as unauthorized developments on unceded Lubicon territory. As of today none of the oilwells that are owned or partly owned by Petro Canada are extracting Lubicon resources out of unceded Lubicon lands. The wells have been shut down by Petro Canada and Norcen to "protect the environment, property, and life" saving the Lubicon people the hard task of shutting down those wells themselves. A special detachment of 15 RCMP has been brought into the area to monitor the Lubicons 24 hours a day. Calling on Chief Ominayak the RCMP claimed to be in the area to protect the environment, property, and life. The Chief stated that they were about 10 years late and it soon became apparent that it was the oil companies' property, not the Lubicon land and culture, that they had come to protect. In the meantime meetings between the Province and the Federal Government have taken place and will resume next week to come to a possible solution of the Lubicons' 50 year old land claim. The Premier of Alberta in a press conference said recently: " I certainly agreed with the Chief's view that that offer seems deficient in the area providing economic stability for the future. In other words, while it does provide infrastructure for a community, it does seem to be deficient in terms of allowing that community to grow and prosper ..." Now is the time to put pressure on the Federal Government of Canada to finally, after so many decades, settle the LUBICON land claim in a decent and honourable manner.
